All accounts shall be in the name of the record owner of the water-using or sewer-using unit; except that the owner of a water-using or sewer-using unit may, upon written request, change the account into the name of another person occupying the unit. This shall not, however, relieve the owner of liability for service charges. (Prior code 13.08.090)
