(a) Water. The owner of any water-using property, and the owner of each water-using unit within or on a water-using property, is liable for the water service charge. The occupants of the water-using property or water-using unit, if different from the owner, are also jointly and severally liable.

(b) Sewer. The owner of any property or premises or portion thereof, which are connected to the sewage works or which in any way discharge any sewage, industrial waste, water or other liquid, directly or indirectly, into the sewage works, is liable for sewer service charges. The occupant of such property or premises, if different from the owner, is also jointly and severally liable for these charges. (Prior code 13.08.100)
