Whenever any reference in this Code cites a portion of the state Constitution, the Charter or state laws as enabling the Town to adopt any provision of this Code, the reference is advisory only, pointing to possible alternative enabling sources and shall not affect the choice of power derivation dictated in Section 1-3-150 above.
