All regular, special and emergency meetings shall be open to the public, who shall have a reasonable opportunity to be heard under such rules and regulations as the Town Council may prescribe, except that any meeting of the Town Council may be recessed by a motion and majority vote of the members present in order to hold an executive session for specific items as set forth in the motion and, which shall be closed to the public, for any of the following reasons:

A. The purchase or sale of any property.

B. Personnel matters.

C. Contracts subject to negotiations.

D. Attorney/client communications.

No Board, Commission or Committee of the Town shall hold an executive session, except as may be provided by an ordinance consistent with the provisions of this Charter.

No final policy decision, resolution, rule, ordinance or regulation, and no action approving a contract or calling for the payment of money shall be adopted at any executive session. (Amended 4/3/79; 4/1/86)
