Emergency meetings may be held without twenty-four (24) hours' notice when necessary for the immediate preservation of public property, health, peace or safety. An emergency meeting shall be held only if a diligent, good-faith effort has been made to give actual notice to each Councilperson and five (5) Councilpersons are present and have waived notice thereof, in writing. All actions at emergency meetings shall require the affirmative vote of four (4) Councilpersons. (Amended 4/3/79)
