“Enclosed Parking” means a parking space or spaces which meets the standards of Section 3-109 of this title and which are enclosed by a minimum of three walls and a roof. Enclosed parking shall count fully in the determination of floor area and site coverage, unless as otherwise provided in Section 2-223, “Site Coverage”.
