Emergency ordinances for the preservation of public property, health, peace or safety shall be approved by the affirmative vote of five (5) Councilpersons. The facts showing such urgency and need shall be specifically stated in the measure itself. No ordinance making a grant of any special privilege, levying taxes, or fixing rates charged by any Town-owned utility, shall ever be passed as an emergency measure. A prior public hearing as provided in Section 4.12 shall not be required. An emergency ordinance shall take effect immediately upon final passage and shall be published in full as soon thereafter as possible and no later than ten (10) days after passage. (Amended 4/3/79)
