If any article, section, sentence, clause, phrase, word or other provision of this Charter or the application thereof to any person or circumstance shall be found to be unconstitutional or invalid, such unconstitutionality or invalidity shall not affect the validity of the remaining articles, sections, sentences, clauses, phrases, words or other provisions of this Charter, or the validity of this Charter as an entirety.
