The Town is hereby authorized to borrow money, by the affirmative vote of the Town Council, without a public election in anticipation of the collection of taxes or other revenues and to issue short-term notes to evidence the amount so borrowed. Such short-term notes shall mature within twelve (12) months from the date of issue.
