By August 1st of each year, the Manager shall give public notice of budget preparation for the next fiscal year. The Manager shall ask that all Town departments, Boards, Commissions or citizens submit to him or her, within thirty (30) days from the notice, any requests for funds under the budget being prepared.

The Manager shall then prepare a proposed budget and an accompanying message for the ensuing fiscal year and submit it to the Council no later than forty-five (45) days prior to any date required by state law for the certification to the County of the tax levy.
