Violation of any portion of this Article is a noncriminal matter to be tried before the Municipal Court without right to jury trial. The maximum fine upon a finding of liability for any violation of this Article shall be a fine not to exceed the amount set forth in Section 1-4-10(a)(2). No person found liable under this Article shall be punished by imprisonment. A peace officer, in lieu of issuing a summons, may offer a penalty assessment in the amount of two hundred dollars ($200.00) for a first offense, when the peace officer issuing the complaint reasonably believes that the circumstances so warrant.
