No person shall fail to provide, load and maintain containers as specified in Sections 7-5-120, 7-5-130 and 7-5-140 of this Article, or fail to keep them closed and secured with a locking mechanism as required by this Article. No overflow is allowed. At the owner’s expense, the Town may order a special collection if recoverable resources and/or refuse is not contained as required under this Article.
