No person shall cause or permit the accumulation of any refuse or recyclable materials or recoverable resources on any premises except if enclosed in a receptacle as is described in Sections 7-5-120 through 7-5-150, or bundled as described in Section 7-5-170 of this Article. Each day of such accumulation constitutes a separate offense. The owner of any premises shall be deemed to have permitted the accumulation of all refuse or recyclable material or recoverable resources which is found thereon.
