Nothing in Section 7-5-510 above prohibits compost accumulations. If, however, from any place outside of the immediate premises, the smell or sight of any decaying matter in compost would offend a reasonable person, that compost shall be deemed garbage and hence refuse as defined in Section 7-1-10 of this Chapter. Any compost which is deemed to be garbage is subject to the provisions of Sections 7-5-510 and 7-5-530 herein of this Article. (Prior code 7.20.020)
