The Town Manager may negotiate, on behalf of the Town, a recoverable resources and refuse collection and disposal contract with any qualified person so long as the contract does not give the person the right to exclude other qualified persons from also providing refuse and recoverable resources service within the Town. To become effective, such a contract must be ratified by resolution of the Town Council. (Prior code 7.08.040; Ord. 1351, 2011)
