No person shall throw or deposit, or cause or permit to be thrown or deposited, any offal (whether composed of animal or vegetable substances), dead animals, excreta, garbage or other offensive matter whatever, or any other substance which might have a polluting effect, into the water of any stream, ditch, pond, well, cistern, trough or other body of water, or sufficiently near to any such place as possibly to pollute the water.
