(1) The license fee shall be calculated so as to recover the direct and indirect costs of administration and enforcement of this Article, including, for example, issuing a license, administration of the licensing program, retailer education and training, retailer inspection, compliance checks, community outreach and education, documentation of violations, and prosecution of violators, but shall not exceed the cost of the regulatory program authorized by this Article.
