Pursuant to the authority granted by Sections 44-4-103(4) and 44-3-103(19), C.R.S., there is hereby established in the Town, as the Liquor Licensing Authority (the “Authority”), the position of Hearing Officer, which officer shall be appointed by and serve at the pleasure of the Town Council.
