Within thirty (30) days after the effective date of the franchise ordinance, or thirty (30) days after the termination of franchise negotiations, the Town shall send to the franchise applicant, by certified mail, return receipt requested, an accounting which shall contain an itemization of all costs incurred by the Town as set forth in Section 5-1-20 above.
