At the time of any transfer upon which a real estate transfer tax is imposed or which is claimed to be exempt under this Article, there shall be made a report to the Town Manager on forms prescribed by the Town Manager, setting forth the true, complete and actual consideration for the transfer, the names of the parties thereto, the description and location of the real property transferred, the basis of any claimed exemption and such other information as he or she may require.
