The Town Manager shall require the owner of any property served by a sewer which carries industrial waste, within thirty (30) days of written notice, to construct a suitable sewer control manhole. The manhole shall be for the purpose of observing and sampling waste. The manhole shall be constructed at the owner’s expense in accordance with plans approved by the Town Manager and shall be maintained at all times in a safe and accessible condition.
