The Town Council may by resolution exempt a major or minor festival event from requirements of all or part of this Article, or the Town Council may conditionally waive the applicability of sections of this Article to such events or their organizers, except that no exemption shall be granted as it pertains to Section 11-4-30 above regarding crowd size.
