When the owners of the majority of the lots fronting upon either side of any street, or any specified portion of a street, petition the Town Council for the construction or repair of a sidewalk along the street or any portion thereof, or whenever the Town Council deems it necessary, the Town Council may at any regular or special meeting, by an order or resolution to be passed by a majority of the members of the Town Council, order such construction or repair.
