A person commits the offense of lighting bonfires who lights or knowingly allows to be lit an outdoor fire of any kind, except:

(1) Campfires in sites in any camp site designated as permissible for such use;

(2) A fire necessary for public purposes and authorized in writing by the Town Manager or the Fire Chief; and

(3) A fire contained within a stone or metal fire pit and used primarily for the cooking or smoking of food.
