A person commits theft when he or she, either without authorization or by threat or by deception, knowingly obtains or exercises control over any valuable thing of another which has a worth of less than two hundred dollars ($200.00) and:

(1) Intends permanently to deprive the other person of the use or benefit of the thing of value;

(2) Knowingly uses, conceals or abandons the thing of value in such manner as to permanently deprive the other person of its use or benefit;

(3) Uses, conceals or abandons the thing of value intending that this will permanently deprive the other person of its use or benefit; or

(4) Demands any unentitled consideration as a condition of restoring the thing of value to the other person. (Prior code 9.12.070; Ord. 1288 §1, 2008)
